Ingredients
- 1 lb ground beef
- 1/2 cup breadcrumbs

Instructions
- Preheat the oven to 375°F (190°C) and lightly grease a 12-cup muffin tin.
- In a large bowl combine the ground beef, breadcrumbs, egg, ketchup, milk, garlic powder, onion powder, salt, pepper, and chopped parsley.
- Mix gently until just combined, avoiding overmixing.
- Divide the meat mixture evenly into the muffin cups, filling each about three-quarters full.
- Spread a small amount of ketchup on top of each meatloaf cupcake if desired.
- Bake for 18–22 minutes until the internal temperature reaches 160°F (71°C).
- While the meatloaf cupcakes bake, prepare the whipped potatoes by mixing mashed potatoes, butter, milk or cream, salt, and pepper until smooth and fluffy.
- Transfer the mashed potatoes to a piping bag or spoon.
- Remove the meatloaf cupcakes from the oven and allow them to cool slightly.
- Pipe or spoon the whipped potatoes on top to resemble cupcake frosting.
- Serve warm.
